Who Must Complete Training at Your City or County

Annual Recurring Requirement
This is not a one-time training. Texas Government Code Section 2054.5193 establishes an annual training requirement. Starting with FY 2026-2027, the cycle resets on September 1, 2026 and all applicable employees must complete a new round of training by August 31, 2027. Yes. Texas Government Code Section 2054.5193 applies to all Texas governmental bodies, without a size or budget threshold. General law cities - regardless of population - are governmental bodies subject to the same mandate as large home rule cities or state agencies.
A small Type A or Type B city with 10 full-time employees is subject to the same requirement as a major metropolitan city. The practical difference is that fewer employees will meet the 25% computer use threshold at a smaller city, but the legal obligation is identical. The training requirement applies to any county employee - including elected officials - who uses a computer for 25% or more of their assigned duties. Most county elected officials use computers extensively for their official functions and would meet this threshold.
Elected positions that typically meet the threshold include: county judges, commissioners, district clerks, county clerks, district attorneys, county attorneys, tax assessor-collectors, treasurers, and sheriffs (for their administrative functions). Constables and justices of the peace whose duties involve computer-based case management systems would also typically qualify.
Because elected officials are constitutionally independent, enforcement mechanisms may differ. Consult with your county attorney for guidance specific to elected positions at your county.

Each employee who passes the final assessment receives a printable certificate that includes their full name, the date of completion, the course title "AI Awareness for Texas Government," and a unique certificate ID in the format TX-AI-YYYY-XXXXXX. The certificate also includes a QR code that links directly to the public verification page so anyone can confirm its authenticity.
For city council or commissioners court reporting, use the compliance dashboard CSV export rather than individual certificates. The CSV provides aggregate completion statistics and individual records in a format suitable for presentations or formal reports. The CSV includes employee name, email, department, completion date, certificate ID, and pass score - everything needed for a formal compliance record.
The 25% threshold is based on the nature of the employee's duties, not on their employment classification as full-time or part-time. A part-time city clerk who spends the majority of their hours at a computer meets the threshold and is required to complete training. A part-time parks department aide who works entirely outdoors and never uses a computer does not.
For part-time employees in ambiguous roles, the practical guidance is to err toward including them. The training is one hour, costs less than $18 per person at Team pricing, and having a clear documented record that the employee completed training is always preferable to a gap in your compliance records.
